When can you rent out your whole HDB flat?

After you have fulfilled the Minimum Occupation Period (MOP), you hold a Standard flat, you are a Singapore Citizen, and HDB has approved the rental before it starts. For most Standard flats the MOP is 5 years. HDB defines it as "the period that you must physically reside in your flat", so it is a count of time lived there, not a date on the calendar.

Miss any one of those conditions and the whole-flat rental is off the table. Three of them are about you and your flat, and the fourth is a permission you must have in hand before a tenant moves in. This article takes each in turn, then covers the one route that opens before MOP ends: renting a bedroom.

What is the MOP, and how long is it?

The MOP is the period you must physically live in your flat before you may rent out the whole of it. HDB's published periods are 5 years for Standard flats and 10 years for Plus and Prime flats. (HDB lists a longer 20-year period for the Fresh Start Housing Scheme; this article does not cover that scheme.)

The clock starts "from the legal completion date of your flat purchase" and, in HDB's words, "excludes any period where you do not physically reside in the flat". Two consequences follow:

  • The date to count from is legal completion, not the day you collected the keys or signed the option.
  • Time spent not living in the flat does not count toward the total. Working out the end date from the purchase date alone can therefore land too early. Confirm your actual completion date with HDB before you advertise.

HDB publishes one exception to the 5 years: if the flat is non-subsidised (bought without an HDB housing grant) and HDB received the application to buy it before 30 August 2010, the MOP is 3 years.

Can Plus and Prime flat owners ever rent out the whole flat?

No. HDB states that owners of Plus and Prime flats "are not allowed to rent out the flat even after the 10-year MOP". Completing the 10 years does not unlock whole-flat rental for those flats.

The bedroom route described below is covered by a separate HDB rule. The whole-flat bar follows the classification of the flat, not how long you have owned it.

Do you have to be a Singapore Citizen?

For a whole flat, yes. HDB states that only Singapore Citizen flat owners can rent out the entire flat, and that Singapore Permanent Resident owners cannot. Completing the MOP does not change that.

HDB's bedroom-rental rules (below) are written for flat owners generally; the citizens-only condition is stated for renting out the entire flat.

Can you rent out a room before MOP is over?

Yes, in a 3-room or larger flat, with HDB's approval. HDB's homeowner guidance says owners can rent out bedrooms before fulfilling the MOP, and its MOP page confirms that renting bedrooms is allowed during MOP for 3-room and larger flats. The limits that come with it:

  • A 3-room flat can rent out 1 bedroom. A 4-room or larger flat can rent out 2.
  • Only bedrooms originally constructed by HDB qualify.
  • The owner and all authorised occupiers must continue to live in the flat with the tenants. If they move out, HDB states, approval for bedroom rental "shall be revoked automatically".
  • Owners of 1-room and 2-room flats cannot rent out a bedroom.

Bedroom rental is not a loophole around the MOP: the owner has to stay. HDB's stated response to unapproved rental is "imposing a penalty and compulsory acquisition of the flat".

What happens if you rent out the whole flat during MOP?

You are renting out without approval, because HDB's approval for a whole flat only comes after MOP. HDB's regulations name two possible consequences for an owner who rents without approval, or who fails to notify HDB of later changes: a financial penalty and compulsory acquisition of the flat.

This is the most serious outcome in the HDB rental rules. It is also the easiest to avoid, because everything that decides it is knowable before you list. The mistake people make is not recklessness. It is assuming "five years" means five years since purchase, then discovering the count is different.

Is MOP the only thing that decides whether you can rent?

No. MOP is the first gate, and a handful of conditions follow it. As checked on 6 October 2026:

Approval comes first. HDB's homeowner guide says prior approval from HDB is required to rent out a whole flat, and the application can be made online. Seek it before the tenancy starts.

The tenancy has limits. Each application covers a minimum of 6 months and a maximum of 3 years. If any tenant is a non-Malaysian non-citizen, the maximum is 2 years, and that group includes Singapore Permanent Residents.

The Non-Citizen Quota may apply. When you rent the whole flat to a non-Malaysian non-citizen, the quota is 8% at neighbourhood level and 11% at block level. If it has been reached, HDB says you can only rent out your flat to Singaporeans and Malaysians. It is live data for your specific block, so check it before you agree terms.

Occupancy is capped. 3-room flats allow up to 6 occupants, and 4-room and bigger flats up to 8. That higher figure is time-boxed: HDB states it "will revert to a maximum of 6 occupants for rental period extending beyond 31 December 2028". If your lease runs into 2029, plan for six unless HDB extends the relaxation again.

The free HDB eligibility checker runs the owner conditions, tenancy length, occupancy cap and quota flag in one pass. It applies the standard 5-year MOP, so if you applied to buy a non-subsidised flat before 30 August 2010 and think the 3-year rule applies to you, confirm that with HDB directly.

What does renting cost once you are eligible?

Stamp duty on the tenancy agreement is the cost most landlords forget to budget for. IRAS charges 0.4% of the total rent for definite leases of four years or less. "Rent" includes maintenance and service charges and furniture and fittings charges paid to the landlord, but excludes GST.

On a flat let at S$3,000 a month for two years, that is S$72,000 Γ— 0.4% = S$288. The deadline is within 14 days of signing in Singapore, or within 30 days of receiving the document in Singapore if it was signed overseas. IRAS can impose penalties of up to four times the deficient amount on unstamped or understamped documents. Questions owners ask

Can I rent out my whole BTO flat after 5 years? If it is a Standard flat, you are a Singapore Citizen, and you have fulfilled the MOP, you can apply to HDB for approval. If it is a Plus or Prime flat, no: the whole flat cannot be rented out even after the 10-year MOP.

Does time spent living overseas count toward MOP? HDB's rule is that the MOP "excludes any period where you do not physically reside in the flat". Confirm how it applies to your situation with HDB before you rely on a date.

None of these conditions is hard to check. They are just spread across several HDB pages and easy to check in the wrong order: MOP, then flat classification, then your residency status, then approval, then the quota for your block.
